Depends upon time: If the headache has been present for greater than 6 months then the diagnosis is chronic daily headache. The differential includes: 1. Chronic tension type headache 2. Medication overuse 3. Obstructive sleep apnea 4. Depression 5. Posttraumatic headaches 7. Headaches secondary to an infection (particularly viral) 8. Low CSF volume headache 9. Raised CSF pressure headache 10. Cervical spondylosis.

Sinusitis: Sounds like sinusitis, try decongestants, and if no improvement see a doctor.
