Many possibilities: Could be fibromyalgia, especially if long-term. If new, she should be examined and possibly have blood tests.

It could be but: Yes fibromyalgia can cause these symptoms but depending on her age there can be other causes. When a rheumatologist hears these complaints we do consider fibromyalgia but people with fibromyalgia have widespread pain. If your mother is older, this description suggests one also consider polymyalgia rheumatica which can be an inflammatory musciloskeletal condition. Ask her doctor to see.
