Probably infection: The combination of cloudiness and smell usually means an infection. Urinary tract infections are less common in males so they should be thoroughly investigated by doctor.

Probably nothing: Urine looks and smells often depend on what food you eat and what and how much fluids you drink. It also change with medications you are taking. If it is still of concern please visit your doctor to do urine analysis.

Depends: This could be something as simple as being dehydrated or he could be taking dietary supplements like vitamins which could also do this. If he is eating a diet high in certain vegetables like asparagus or brussle sprouts, his urine will smell strong but, of course he could still have an infection. He needs a urinalaysis to rule out this possibility. Have him see his doc.
