Yes: Please forgive my frankness. This is definitely drunk, and well above what's safe for driving. If you even have to ask, or are not thinking right now, "omg i could have hurt someone", i'm concerned that you (or whoever had the high blood alcohol) has lost self-control with respect to alcohol and perhaps should not drink any more.

Depends --?dilution.: If 18 or over, elevated is considered .08 or greater (that is .08gm/dl or 80 mg/dl). If under 18, an elevated level can be considered as low as .02. Value must be evaluated in terms of dilution, ie 129 mg/what dilution. If mg/dl, yes it is elevated.
