Maybe: There are shift work disorders that usually include disrupted sleep and secondary problems with mood instability or attentiveness. There are medications for this. Talk to a doctor familiar with shift work sleep disorder.

Yes.: If you mean that the schedules rotate each week, then absolutely. Weekly rotating shift work is very taxing; such an assignment is foolhardy. Workers can never get their circadian rhythms stable, hence they are in a constant "jet lag" with the known cognitive and physiologic impairments. If schedle changes are moddest, then it's something else eg, anger re: inconvenience ./unpredicability.
