I have a high tsh level 9.5 and normal t4 and t3 (liothyronine). headaches and light headed. also can this cause diabeties ?

No: It can't cause diabetes, however if your TSH is elevated you should check with your doctor and get it treated with an appropriate dose of brand name t4. It's not abnormal enough to be causing symptoms like you're experiencing.
