What is the normal range for a spinal tap opening pressure? i have seen numbers like 70-200 & 10-25 as normal. which are correct?

Both : 70 to 200 mm of water, or 7-20 cm. Some feel that 25cm is normal. You have to be as relaxed as one could be in that situation, and legs extended.
