The root bulb: Laser hair removal targets the melanin (pigment) in the root bulb of the hair follicle. This is why it is not as effective on light colored hairs. The follicles in the active growing stage are destroyed. Sometime a fine vellus hair will develop in its place, but the coarser, darker hair is gone.
