Consult Doctor: Your friend should consult her primary physician for starters. Constant pain for 3 weeks can be due to medical condition. If the primary physician thinks that your friend needs a referral, she could consult a specialist (headache specialist, neurologist or an orofacial pain specialist).

Break the cycle: Daily pain can result in a phenomenon called wind up; the nerves in the brain become over-active with the result of sustaining the pain. To stop it, you must break the pain cycle. Have your friend's doctor administer a shot (toridol works well), then go home and sleep. Upon waking, listen to a mediation tape with headphones for 30 minutes twice a day (you can find one on the internet).

Headache Specialist: I suggest they see ia headache specialist as I am not sure that what they have is migraine. I suspect a strong muscular component from the location and lack of other characteristics. Of migraine.
