Hard to say: They could just be small insect bites, or an irritant rash or reaction. If they persist, spread, or get more irritated, he should see a doctor. If he has a fever or other symptoms, he should see a doctor as well.

Unsure of reason: These lesions need to be visualized & a history needs to be obtained in order to make an accurate diagnosis.
