Dermatology consult: Any skin lesion that is new should be checked out by dermatologist---especially since sun-exposed. May just be dry skin , but cancer can be sneaky! better to be safe.... Hope it's all good!

Steroid cream: I would try spot treatment for a week or so with otc Hydrocortisone cream. If it doesn't go away then you should definitely have it checked.

Eyelid rash: Likely this is seborrheic dermatitis. I'd start with selsun blue shampoo with aloe to the area twice a day for a week. If no improvement, may need a skin biopsy.
