The tingling of the tongue and the roof of the mouth is usually a compression of the nerves and leading to these areas.

Sinus infection: Hard to say. Other than tongue symptoms, this sounds like a sinus infection. I would start with a visit to the M.D. He/she may recommend a ct scan.
