Personal Preference: There is some evidence that circumcision decreases risk of HIV transmission and it also decreases the risk of penile cancer (rare disease). But if good hygiene and safe sex are practiced, there is little difference in health issues. This decision is usually made by the parents early in life, either for religious reasons or so jr. Looks like daddy.
