A toughie: That is a really tricky answer. Adults do have free will - even it they use poor judgment. It can be hard to persuade an adult not to drink. However, if someone has been drinking (too much) and is about to operate a vehicle, for public safety - you can call the police.

Define Alcoholism?: What's too much? When it presents a problem with relationships, social functioning, & medical disease then the drinker in question must stop. Acute alcohol syndromes (fatty liver with or w/o cholestasis, hepatitis) are reversible. Alcoholic cirrhosis (10-20% of longstanding etoh abusers & higher risk in women) is irreversible. You can try, but the "mentally competent" drinker must choose to quit.
