Almost never serious: Visible blood on the white of the eye is usually amused by straining such as coughing, sneezing, straining to go to the bathroom or from straining at heavy activity. This type of bleeding on the surface of the eye is almost never from a serious medical problem. In fact, you may have just rubbed your eye too hard. Always have yearly physicals and eye exams!

Not sure : It would help to know where exactly in the eye you are bleeding, but in any case it's not normal. The most benign area of eye bleeding is a subconjunctival hemorrhage, wherein part of the white of the eye becomes solid red. This happens more easily in people taking blood thinners (coumadin, nsaids, vitamin e, etc), or with eyerubbing or valsalva maneuvers (please google-no more space!). See md!
