Unlikely: Carotid disease cannot be felt. If you have risk factors for vascular disease (smoke, high cholesterol, diabetic) then the only way to assess your carotid disease is to have an imaging study (doppler, mra, etc).

Unlikely: The most likely explanation for that could be a disc herniation or a narrow space (spinal stenosis) in the cervical spine. You should discuss that with your gp and consider starting with an MRI of the cervical spine. Other possibilities include TMJ problems.
