Phimosis: I assume that you are not circumcised. The condition of a forskin not retracting is called phimosis. Newborns frequently cannot retract their foreskin. By age 5 most boys can. If it hasnt occurred yet then you should see a urologist. If this is severe you may need a circumcision. In any case if this is bothering you, you need to get checkd out.
