EWCM : Cervical mucus becomes more viscous in the days just preceding ovulation. Typically, in a "normal" 28-day cycle, your "fertility window" is most active from days 7-15 of your cycle. Of course, it all depends on accurately predicting ovulation. Since sperm can survive 5-7 days, sex in the week before ovulation can impregnate, but the best time is 1-2 days before ovulation.

No and yes: Fertility is the same when you ovulate. The cervical mucous begins to change as you approach ovulation - regardless of the particular cycle day.
