Yes : Otc Nizoral (ketoconazole) helps seborreic derm in scalp better than t/gel. If you're losing hair as a result of the seb derm, Nizoral (ketoconazole) can help. However, it's not used for hair growth per se. If you have bad seb derm best to get an rx of Nizoral (ketoconazole) or anti fungal shampoo to avoid further hair loss. You can always supplement with otc antifungals (head and shoulders, selsen blue) on in btw days of rx therapy.

Better for what?: For something to be better, it has to be appropriate for your goal(s). And potential benefits need to exceed risks. Nizoral is a brand of ketoconazole, an antifungal while neutrogena t/gel has various ingredients aimed at dandruff. Former is by prescription only while latter is available over-the-counter. You also need to take cost into account b/c if you can't afford it, best product is moot poin.
