Yes: It is unlikely the you can get an x-ray of any sort without a doctor's order.

Yes.: An xray is a test and like any other test must be chosen wisely to get the right answer with the least amount of radiation. Ordering is limited to professional providers with very good reason. Imagine if you could get an xray at your local supermarket. How many would just drop in to check things out? Bad idea.
