No: No, I have not heard of this. Probably one of the myriad conspiracy theories about Fluoride on the internet. Fluoride is a time-tested mineral additive to toothpaste and water that prevents tooth decay. As one surgeon general put it, Fluoride in city water is one of the greatest public health triumphs of the 20th century.
