Not if you feel fine: Thermometers are notoriously inaccurate. Temp that low should produce marked symptoms of shivering, discomfort and confusion.

Yes: If that is your actual temperature (and not one being affected by cold drinks / ambient temperature / etc.) then yes, that is moderately severe hypothermia. It needs corrected asap. Go to er.
