No: Unfortunately, rashes and dermatitis like conditions are too numerous and cannot really be diagnosed over the computer. If the rash/bump persists, you should get it looked at by a dr. (preferrably a skin specialist [dermatologist]).

Bump: Could be from infection of tooth/teeth and or gums/bone. Could be from trauma, burn, or so many other causes. See your Dentist immediately for differential diagnosis and appropriate treatment.
