See eye doc: Sometimes it is the eye lid quivering which is a blepharospasm which tends to be from lack of sleep and too much stress. When you stare at something, you don't blink as much and the tears evaporate and light rays hit a dry patch and a wet patch and get bent in different directions which changes vision.

? vertigo: Your symptoms of "earthquake" by which you probably mean that you feel shaky or tilt as if there was earth quake. Such episodes of loss of balance are frequent in vertigo. However they should happen not with staring alone but with quick head or body movements too. See a neurologist.
