Referred: There are neck pains that can radiate to the chest and vice versa. Be careful with any signs of chest pains, though, especially if you have shortness of breath or the chest pain that radiates to the shoulder as that could be a mi. Get it checked.

Yes, it can.: The muscle spasms associated with neck pain can definitely communicate with the muscles of the upper back and even the chest. Neck muscle spasms that travel to the scalp muscles can even cause headaches. But make sure with your doctor that this is not cardiac chest pain, particularly if it is associated with exertion.
