Not really: It is okay to exercise when you have a sore throat, but you may not be able to obtain optimum performance due to possible underlying factors causing the sore throat. At some point you should see your doctor to have your sore throat evaluated.

Usually fine: For most sore throats, exercise is fine, but strenuous workouts with mouth breathing may make the throat pain worse, so a lower intensity workout may be a good idea. Be considerate & avoid group exercise sessions where others might catch what you have, and wipe down equipment after use. If your sore throat is associated with a fever (100.4 or higher) it's probably best to take it easy.
