Many possibilities: Nerve problems in the neck or in the arm can cause these problems. Muscles problems can also do this. You should see your primary doctor.You may need to see a specialist, but which one depends on your whole story and exam (spine specialist, hand & arm, neurologist, etc).

Carpal Tunnel: Carpal tunnel syndrome, irritation of the median nerve at the wrist, is a common cause of hand weakness and pain. But this is usually accompanied by numbness/tingling of the hands. Arthritis of the hands is more likely in an older person. Emg/nerve conduction tests should be done, would also help rule out any other neurologic conditions.
