Depends: You really need to get it seen by a doctor. Not knowing your history, it may be something as simple as jock itch, which can be treated with a cream or something as serious as necrotizing fasciitis (especially for diabetics) which may need antibiotics intravenously and surgery.

It is possible : You may have an infection.Also possible you may have severe contact dermatitis. Regardless of what we think, your best bet is seeing your doctor so treatment can be started before it gets complicated.
