Many possibilities: If this bump seems different from other areas on your skin, i would recommend having it checked by a dermatologist. It may something benign, such as a dermatofibroma, but it always wise to rule out skin cancer.

Scar: Sounds like a scar, esp like a hypertrophic scar, which is a ropey hard area of previous trauma or inflammation that doesn't out grow its boundary.
