If you passed a kidney stone a month ago is it normal to per blood again?

Not normal: Blood in the urine at any time is not normal and can indicate something wrong in the urinary tract. If you passed a stone 1 month prior, you should not still have blood in the urine associated with that stone. You need to be re-evaluated to make sure you don't have other stones or more serious problems.

No: There may be other stones, infection or something more serious like a tumor causing the persistent blood. This should be evaluated by your urologist. Please seek assistance for this.
