Can abortion effect ovulation?

Yes: Generally when an abortion is complete and the HCG levels are close or at zero, the brain will "reset" itself and you should have an ovulatory bleed within 3-4 weeks. You will not ovulate until this happens so following your HCG levels to zero are important.
