Yes: If the heating pad does not burn you, it will certainly not burn or harm your baby. The rule is to keep you core body temperature at 99 degrees or less which should not be significantly affected by the heating pad.

Yes!: A heating pad to your back is unlikely to raise your internal temperature enough to cause a problem (the way a hot tub or sauna can). Many patients will use a heating pad or hot pack for back pain in the second or third trimester.
