Yes: Yes! the way to strengthen muscles is to use them. Your 12-month old will be walking over the next few months. Bearing weight now will aid in developing muscle tone, coordination, and strength. Standing up now will not bow the legs or cause other problems. The only down side is that once they get walking, they don't look back!

Yes: Your 12 month old will also figure it out on his own. The standing strengthens muscles and bones. It also helps him learn to balance so he can then walk. After they stand and balance they begin to "cruise" furniture while holding on. Then ..Walk! crawl around your house at his level and make it safe for him to explore...Cover sharp edges on furniture etc.
