Not per se: Legally bind refers to those whose best corrected vision in their better eye is 20/200 or worse. It does not matter how strong the correction is.

No: In most jurisdictions, the vision for legal blindness is 20/200 (or worse) in the best eye with the best available correction. This means that only the vision with glasses is applicable. In other words, it does not matter what you see without glasses.
