See Urologist: If you are 20 as it says, puberty should be long past. As to foreskin issue, may be fungal infection which needs treatment. The pain issue could be related or an additional problem. See urologist.

Phimosis: This is very common in the obese, diabetic and prepuberty. The sensitivity will change once it begins to readily retract.
