No.: Matthew, good for you for losing the weight! you can tighten and tone the musculature in your thighs. Unfortunately the loose skin and stretch marks cannot be "toned up." excess skin from dramatic weight loss can only be treated. Y removing it surgically via plastic surgery. Decide how important this is to you and your body image, and if it really matters, look into it.

Skin tightening: Excess skin after weight often remains loose. If the weight loss was sudden and recent, the skin tone should improve for about a year. After a year the result is usually stable. For very redundant skin, a thigh lift can remove the excess. The stretch marks that this skin contains will be removed also.
