Yes, folliculitis: The red-base/white head zits are basically trapped/inflammed hair follicles=tiny infections. Thus, whereever there is a hair follicle (basically everywhere besides palms/soles), there is a potential for this to occur, including the vaginal/groin areas. This is quite common with shaving these days. So, if you have much trouble with these, and if u r shaving--should stop, consult doc. Good luck.
