What could be the cause of red, raised, non itchy bumps on upper torso?

Many reasons: Not sure if you are a man or a woman, but a man can have folliculitis on the chest hair, both can have acne there too, and many other reasons can cause raised red bumps. Best is to see your doctor to examine the rash and give you a proper diagnosis.
