NO: Febrile seizures are actually brought about by rapid changes in body temperature, either going up rapidly or sometimes even going down rapidly. Cold water will likely just make your child get chills, and this will actually make the body temperature go up further. You want to bring it down gradually - give a medicaiton and try a lukewarm bath, but if child shivering, get them out and dry off.

Tepid bath: No, it may make him seize more. After the seizure is finished you might give the child a tepid bath to bring the temp down.

Not cold water: Cold water will cause the blood vessels in the skin to constrict, increasing core temperature. Luke warm water is preferred. However it will not stop the seizure, which should last only a few minutes. Let the water evaporate.
