Usually!: It is a good nsaid. If you have diabetic nephropathy, or hypertensive renal disease, then do not take it. Many diabetics are hypertensive, so if you take it, check blood pressure, and tell your doctor if it goes up. If you have heart failure, definitely do not take it! but it is very good at relieving pain. I have many diabetic patients on diclofenac!
