Depends: The outer skin should be healed or healing. Traditional recommedations are 6-8 weeks to be healed to the point in which you can return to your normal activity. Any injury or surgery will be completely healed in 6 months, so whatever you are left with at 6 months is what you can expect to be "permanent".
