Hemangioma: I saw from your picture that the hemangioma is right in the middle of the forehead and the size is not that big and it does not cover the eye. You can try but i don't think it will do anything actually. Hemangioma is a benign tumor of blood vessels. You can wait and see if the hemangioma will get smaller- if not - then you can bring her to see dermatologist for treatment - like laser therapy etc.
