So if she got herpes from her boyfriend (which sounds very possible from what you are describing) she can have herpes, but it is not actively causing symptoms. Herpes usually goes through cycles. The symptoms can come and go. If her boyfriend had only a single soar on his penis, he shoudl get it checked - it may be syphillis instead.

Use protection.: It usually takes 2 to 12 days (average = 4) after exposure for you to have signs and symptoms of primary genital herpes infection. Occasionally, you will have a primary infection that does not have signs/symptoms. If he did have a lesion, she should get tested for other sexually transmitted infections as well, e.g. Syphilis.
