Yes: This could be from the sinuses or the lung. May indicate underlying disease. Check with your doc - possibly nasal steroids or lung function testing?

Phlegm: Depends on what it is from. Mucinex (guaifenesin) otc may be helpful as well as zyrtec. Sometimes even a nasal saline spray otc can help.
