Normal: It may mean while her hair is shorter, she is prone to cowlicks (where the hair stands up). I am not aware of this being something to worry about though. When her hair is longer, you won't even notice.

Yes, it is normal: Multiple crowns, while somewhat infrequent, are normal. Occasionally there may even be more than two, as in the case of one of my children who has a double crown where you would expect, and an additional one right at the hairline near his forehead.
