Probably not: The human body is not symmetrical. If this has always been the case don't be concerned. In this is a recent occurrence, see a urologist.

Testis: Get checked out by a urologist. It may be something as simple as a hydrocele, but you are in the age range for testicular cancer. An exam and possibly an ultrasound should be done.
