Of course : Normal periods come every 21-35 days. Your ovaries are not following a calendar and do not know what month it is.

Generally yes: The typical menstrual cycle length is 28 days, however the normal range is 25-35 days, and your next period, if you are regular, should come between 25 and 35 days from your last one. It does not matter which calendar month we are in. If your period has not come on time, there are lot of possible reasons, and pregnancy is the most common reason for late periods, though not the only.
