No: The most likely cause for raynaud's symptoms in one finger is more likely the blood supply to that finger has been reduced or cut off. If only one finger is involved it is not raynaud's. Diagnosis is by plethysmography or vascular lab study of the fingers.

Yes: Beta blockers of which atenolol is one can certainly make it worse. This is a known phenomenon. Calcium channel blockers (diltiazem, amlodipine) would be better options depending on what you need it for. Talk to your doc.
