May be normal: This may be a normal variation or caused by a medication or caused by excess sun exposure to lower lip. If the discoloration is not skin pigment it may be the normal "extension" of normal oil glands into the pink part of your lip. This shows up as yellow-white dots on the lip edges. Treatment in either case is tough unless it is caused by a medication in which case it should be stopped.
