Doctor can evaluate: Cloudy urine with odor, plus nausea and abdominal/back pain, can be from a kidney infection. His primary doctor can evaluate, or the E.R. Doctor can, if his primary doctor is not available. Urine tests (and perhaps other tests) can be done, and antibiotics started if the tests show some infection.
